The big man took the medicine and left with the sallow-faced man, leaving behind a single sentence: "My name is Tang Weiguo!"
In the evening, a military truck pulled up to the clinic. A lieutenant got out, accompanied by several soldiers, and carried a table inside, asking, "Which one of you is Doctor Zeng?"
Zeng Yi stood up and greeted them, "That's me!"
The lieutenant immediately waved his hand and said, "Bring the table in and set it up!"
After the table was placed, the lieutenant took out a thousand yuan from his pocket and said, "This table is a compensation from Director Tang. This money is for the consultation fee and medicine. If it's not enough, just let us know, and we'll bring more!"
Zeng Yi knew this was someone sent by Tang Weiguo. He could guess that Tang Weiguo was a military man, but he didn't expect him to still be in active service. He said, "I'll take the table and the money. Please tell your Director Tang that all past accounts are settled!"
The lieutenant didn't waste any more words, and with the soldiers, he got back into the truck and drove away.
The commotion caught Chen Long's attention. By the time he arrived in his police car, the military truck was long gone. Chen Long hurried into the clinic and asked, "Zeng Yi, what happened?"
"I guessed you would come, ha ha!" Zeng Yi poured a cup of tea for Chen Long, "Nothing serious, just a small misunderstanding, and it's already resolved!"
Chen Long, seeing that Zeng Yi was fine, relaxed and took the cup, "Really nothing happened?"
"Nothing at all!" Zeng Yi was very sure.
"That's good, that's good!" Chen Long said repeatedly, "It's good that nothing happened!"
Zeng Yi asked, "Have you heard of Tang Weiguo?"
Chen Long sat there thinking for a long time and finally shook his head, "I don't know. I have no idea about military people and affairs."
"Then forget it!" Zeng Yi waved his hand. Today, Tang Weiguo had left a deep impression on him.
The next day, as soon as Zeng Yi entered his office, Feng Yuxin's secretary, Sun Yan, knocked and came in.
"Hello, Secretary Sun!" Zeng Yi stood up to greet her.
Sun Yan, who was 27 years old, had a neat short haircut and was very beautiful, but she had a cold demeanor, possibly due to working with the iron lady Feng Yuxin. Zeng Yi had met her several times but was not very familiar with her.
"Feng Director wants you to come over!" Sun Yan didn't even greet him, directly stating her purpose, "Feng Director is available now."
Zeng Yi had no choice but to follow Sun Yan to Feng Yuxin's office. Sun Yan knocked on the door, and upon hearing a response, she led Zeng Yi in.
"Zeng Yi, please sit!" Feng Yuxin put down the file in her hand, "What kind of tea would you like?"
"Anything is fine!" Zeng Yi was polite.
"Go and brew a cup of Lion Peak Longjing for Zeng Yi!" Feng Yuxin instructed. Sun Yan left and returned a while later with the tea.
Longjing tea is famous for its rich aroma. Even before the leaves had fully unfurled in the cup, the fragrance was already overwhelming. Zeng Yi took a whiff and felt his spirits lifted. "Among the world's famous teas, Longjing is the best, and the best Longjing comes from Lion Peak." The West Lake Longjing has four grades: Lion, Dragon, Cloud, and Run. Among them, Lion Peak Longjing is the highest grade, and the pre-Qingming Lion Peak Longjing is the best of the best. Feng Yuxin's Lion Peak Longjing was different from the ones available on the market; it was likely a special-grade premium tea, which was hard to come by.
Sun Yan placed the tea and left without a word.
Feng Yuxin took out a proposal and said, "Is this proposal for building a new hospital yours?"
Zeng Yi nodded, "Yes!"
"Tell me your reasons and specific ideas." Feng Yuxin picked up her purple clay bamboo cup, took a sip of water, and waited for Zeng Yi's response.
"First, for health care needs, every mature health care base in the country has a large hospital with high medical standards behind it. Some of these hospitals have been built over many years and are even better than hospitals like Peking Union Medical College and the Military Medical University. Second, our existing medical resources are being wasted. Instead of being scattered and idle, they should be concentrated to form a large hospital. This would not only improve the medical standards of the health care base but also serve the local area and even generate profits to ensure the base's sustainable operation." Zeng Yi looked at Feng Yuxin, "Without a high-level medical institution as support, our health care base will find it hard to compete with other places."
Feng Yuxin nodded slightly, "Go on. If this hospital is built, how will the health care base be constructed?"
"Centering on the hospital, we will choose a location within a 30-kilometer radius," Zeng Yi smiled faintly, "With a sanatorium for central leaders and important foreign guests as the head, the hospital as the body, and a retirement base for senior officials as the tail. Each place has a different function, they do not interfere with each other, but together they can meet all our health care needs and solve the problems left from the past."
Feng Yuxin didn't speak, sitting in her chair, seemingly thinking about Zeng Yi's proposal. After a long while, she said, "Hmm, this proposal is quite good and has a certain degree of rationality!"
Zeng Yi's job was to propose ideas, but whether they would be approved was not up to him, "When I proposed it, it was still vague. It was the preparatory group that refined it."
Feng Yuxin nodded slightly, appreciating Zeng Yi's modesty and respect for his colleagues. She didn't mention the health care base again but took out another document from a locked drawer, "There is another matter that needs your input. Please take a look at this document first!"
Zeng Yi stood up, took the document, and found it was a provincial party committee office document. The document stated that next week, Old Qiao would be coming to Nanjiang Province for a health retreat.
Zeng Yi knew a bit about Old Qiao, whose original name was Qiao Wendeh. He was a founding hero, former provincial party secretary, Central Organization Department minister, and vice-chairman of the National People's Congress, a person of great influence in the country.
"The reception plan has been determined, but there is still some time. I hope you can review it from a health care expert's perspective, find any shortcomings, and ensure that Old Qiao has a pleasant stay in Nanjiang."
Zeng Yi understood that "a pleasant stay" meant making Old Qiao so comfortable that he wouldn't want to leave. He was a bit surprised, as the itinerary of someone at Old Qiao's level was usually highly confidential. The fact that Feng Yuxin told him this indicated that she didn't consider him an outsider and might even involve him in Old Qiao's health care during his stay in Nanjiang.
"Sure, I'll do my best!" Zeng Yi said.
"The provincial reception office will contact you later." Feng Yuxin took back the document and locked it in the drawer.
Zeng Yi said his goodbyes, "I'll go back and prepare."
Feng Yuxin nodded, a smile appearing on her face, "My tea is with Secretary Sun. Take a pack back with you!"
"Thank you, Aunt Feng!" Zeng Yi smiled and pointed to the cup of tea he had only sipped, "Can I take this cup too? Such good tea, it would be a waste not to drink it. It's just now properly brewed."
Feng Yuxin's smile grew, perhaps because no one had ever spoken to her like that before. She pretended to be annoyed, "What will people think if you carry it in your hand? Finish it before you leave!"
Zeng Yi didn't hesitate, sitting down and slowly finishing the tea before leaving.
As he left, Secretary Sun handed him a pack of tea. Although her face was expressionless, she was inwardly amazed. She had followed Feng Yuxin for a long time and had never seen her smile at anyone, let alone speak in such a tone. She even suspected that Zeng Yi might be related to Feng Yuxin, as it was the tone one would use when speaking to their own child.
Not long after returning to his office, Zeng Yi received a call from Wang Jinzhu, the head of the provincial reception office. The reception office's car was already waiting downstairs at the health department.
Zeng Yi exchanged a few polite words with Wang Jinzhu and hung up, then went downstairs. Wang Jinzhu was standing by his car.
Zeng Yi glanced at the license plate, recognizing it as a provincial reception office vehicle, and walked over, smiling, "Are you Director Wang? Hello, I'm Zeng Yi!"
Wang Jinzhu was taken aback. He knew that the party secretary had a new young health care doctor, but he didn't expect him to be so young. He extended his hand warmly, "Hello, Expert Zeng. I've heard a lot about you."
"It's a great honor for you to come in person, Director Wang!" Zeng Yi was polite, familiar with the empty formalities.
"Not at all, not at all, it's my duty, and it's on the way!" Wang Jinzhu laughed and opened the car door, "Expert Zeng, please get in."
"You first, you first!"
After a bit of politicking, they got into the car and headed for Yulong Mountain, located in the suburbs.
In the outskirts of Rongcheng, there were two good places: Qinglong Mountain and Yulong Mountain. Qinglong Mountain had better natural scenery, but Yulong Mountain had better views. In the 1980s, Nanjiang Province built Yulong Manor on Yulong Mountain to host central leaders and important foreign guests, and it was rarely open to the public.
The car arrived at the foot of Yulong Mountain and encountered the first checkpoint at the entrance to the winding mountain road. A young lieutenant of the People's Armed Police carefully checked the car's pass before allowing it to proceed. The car wound its way up the mountain, through the green trees, and arrived at Yulong Manor, located halfway up the mountain. There was another checkpoint at the entrance to the manor.
Yue Shangao, the director of the Yulong Manor management office, was waiting in front of a two-story building. Seeing Wang Jinzhu get out of the car, he slowly walked forward, "Director Wang, welcome to inspect our work."
Wang Jinzhu hurriedly replied, "I wouldn't dare to call it an inspection!"
The reception standards at Yulong Manor were the highest in Nanjiang Province. When central leaders visited Nanjiang, they would mostly stay here. Therefore, Yue Shangao's administrative level was no lower than Wang Jinzhu's. Even a server here had a very high status, as they were close to the leaders and might be noticed and promoted at any time.
"Director Yue, let me introduce you to Expert Zeng from the Health Bureau. Today, Expert Zeng will come to inspect the reception work from a health care perspective!" Wang Jinzhu made the introduction.
Yue Shangao immediately extended his hand, "Welcome, Expert Zeng. Please give us your valuable suggestions!" Yue Shangao didn't dare to underestimate Zeng Yi. Hosting Old Qiao was a very important task, and the province was taking it very seriously. The fact that this young man was sent here spoke volumes about his capabilities.
"Thank you, thank you!" Zeng Yi smiled and shook hands, "Director Yue, serving the leaders here is a great honor!"
Yue Shangao didn't hesitate, raising his hand, "Let's go inside. The rooms are almost ready. Please let us know if there are any areas that need improvement!"
