This "Academy City" covers an area about one-third the size of Tokyo. This "city of schools" includes dozens of universities and hundreds of elementary, junior high, and high schools, with over a thousand research institutions of various sizes. The population is nearly 2.3 million, with 80% of the residents (over 1.8 million) being students. "Academy City" possesses the world's most advanced technology, leading the outside world by two to three decades, making it the leader in the scientific world. Academy City was created over fifty years by the General Director, Aleister Crowley, and is managed entirely by the "Board of Directors." Due to the highly confidential nature of the technology and research, the security system within Academy City is very strict, with strict restrictions on entry and exit.
Academy City is a massive educational institution consisting of twenty-three school districts, providing special educational programs to discover and develop superpowers, primarily by recruiting students from outside. In addition to educational institutions, there are research facilities for students, production and commercial facilities, international exhibition halls, international airports, and all the necessary living facilities for urban life.
Academy City basically adopts an exclusionary policy, surrounded by walls and guarded by specialized security forces to prevent intruders. The area around Academy City is constantly monitored by satellites.
The students of Academy City mostly live in school dormitories and receive ability development at various schools. Most students acquire superpowers through drugs, hypnosis, and electrical stimulation. There are various types of abilities, classified by range and power into Level 0 (Powerless), Level 1 (Low), Level 2 (Weak), Level 3 (Strong), Level 4 (Great), Level 5 (Super), and Level 6 (Absolute). In reality, Level 6 is only theoretically possible, and no character has successfully evolved to Level 6. Physical examinations are conducted at regular intervals to reassess abilities, but 60% of the students are Level 0, and there are only seven Level 5s in Academy City.
At this moment, one of the seven at the pinnacle of Academy City, the third-ranked Level 5, Misaka Mikoto, is being teased.
