Mr Xie had always been considerate. Knowing that Ji Qinghuai would be embarrassed if he laughed too much, he laughed twice and stopped after a while.

He got up and said, “I’ll help you up.”

So in other words, Shen Xie is the Overlord of China and the four districts are the North, South, East and West of China lol. I actually thought that each district was smaller and not China divided into 4 parts LMAO
