Chapter 91

ps: Amazing! Thanks a lot!

Sincerely grateful to the two book friends, "好书就追" and "我是5421647," for their repeated generous rewards. We now have a Guardian and a Hall Master, which is incredibly exciting, making us feel as if the hard times are finally over.

The bureau leadership was considerate of their subordinates, knowing that the comrades at the Liangzhuang police station would definitely not have time for dinner. They specially asked the head chef to prepare a few more dishes. Once everyone arrived, they went straight to the canteen for dinner, and the suspects brought in were handed over to the on-duty police officers for supervision.

Vice Secretary Cui had a special status and needed to be warmly received, accompanied by Political Commissar Yuan, to the opposite Jin Dun Hotel.

Other vice secretaries from other townships did not receive such treatment. Ultimately, it was all due to Old Lu's influence. Old Lu promised that the township government would allocate 100,000 yuan for follow-up, which included the living expenses, food, and travel costs for the rescued women for the next period.

If the township did not take responsibility, the Public Security Bureau would have to manage it.

The higher authorities increasingly treated townships as non-primary government bodies, continuously centralizing financial power while pushing more responsibilities downward. Township finances were so tight that they often had no next meal. They no longer considered themselves primary government bodies, believing that all criminal and public security cases were the responsibility of the Public Security Bureau. They thought it was a joke that the police station and the public security commissioner should work under the leadership of the township party committee and government, and they neither cared nor provided funds.

Old Lu was domineering but responsible, believing that all matters in the township were his responsibility.

Forming a working group to assist in the anti-human trafficking operation and providing funds for follow-up, this could only be done by Old Lu and Liangzhuang, with no second in the entire county.

The police station was holding so many people, and there were only An Xiaoyong, Xiao Ren, Old Wang, Gao Yali, and a group of security guards. They had to arrange for half of them to guard the old silkworm station at night, and there was a human trafficking gang leader in Jiangyang City, over 200 kilometers away, who might escape at any time. Han Bo was anxious, eating hastily, as if it were a "battle meal."

"Chew slowly; it's not good for your stomach. Don't rush. Have some soup first, finish the soup before going upstairs." There weren't many young men as capable and daring as this, and Director Ji was genuinely proud to have such a subordinate, showing his concern and affection.

"Director Ji, how can I let Chief Zhang wait for me?"

"He is currently interrogating the suspect you brought in with Li Dui and Wang Jiefang. It's a major case that needs to be reported to the city bureau and the provincial department. He wants to ask personally to ensure everything is in order."

Li Dui, the head of the criminal investigation team, a member of the bureau's party committee, and one of the bureau leaders, had met once.

Wang Jiefang, whom he had heard of many times but never met, was one of the deputy heads of the criminal investigation team, a legendary figure in the Sigon County Public Security Bureau, only 29 years old.

Reforms were being carried out at all levels, and the bureau had also followed the trend last year, publicly recruiting for the deputy head of the criminal investigation team, the deputy head of the third criminal investigation team, and the patrol team leader.

No one with the qualifications to compete for the patrol team leader position did so, so Gao Changxing had the opportunity to "work as a cadre" this year, serving as a team leader with a public institution police officer status.

An incident occurred in the third criminal investigation team, with the team leader being investigated and now sentenced, making the situation within the team complex, and no one competed for the position.

The deputy head of the criminal investigation team was a hot position, with several criminal team leaders, criminal team guidance officers, deputy police station chiefs, and police station guidance officers competing. Wang Jiefang, as a deputy team leader, overcame numerous challenges and ultimately won.

A veteran, a reconnaissance soldier in the military, who had received a second-class merit, he went to the provincial police academy for further education after retirement, with a college degree, and was very capable.

However, there were many capable people in the bureau, and many said that his success in the competition was largely due to his family background. His father had previously served as the deputy head, head, and deputy secretary of the county political and legal affairs committee. To say it had nothing to do with his family was hard to believe.

It was none of his business, and even if he managed to become a deputy head, it was only a full-level position.

In terms of age, he was younger.

In terms of connections and background, he claimed to be harder, saying that a deputy secretary of the political and legal affairs committee was nothing compared to his future "county party committee member and vice-county magistrate."

Han Bo found it increasingly amusing and, as if possessed, blurted out, "Director, does Chief Zhang not trust me to handle the case?"

"How could that be!"

Director Ji lit a cigarette and explained with a smile, "Xiao Han, you need to have confidence in yourself. Your ability to handle cases and your leadership skills are evident to all. You are young but steady, and you always report to the bureau for major and minor matters. The bureau leadership trusts you very much. The reason Chief Zhang is personally asking is that this is a major case that needs to be reported to the city bureau and the provincial department.

Moreover, we have never seen such audacious human traffickers. From November last year to November this year, in just one year, they trafficked six women to our Sigon and Xin'an's Liuxia Town. Including the failed attempts and those trafficked to other counties and cities, the number exceeds ten. Their crimes are heinous and shocking, and they deserve the death penalty!"

"You haven't seen it?"

"Crime comes in many forms, and we have seen many things we haven't encountered before, such as drug trafficking. We have never had a drug case in Sigon, never caught a drug dealer, and never even found a drug user."

After finishing the meal, he went to see Chief Zhang with Director Ji.

He had met Chief Zhang several times, but this was the first time he was reporting work alone, which made him a bit nervous.

The police chief, the "most terrifying" person in the county, was actually not scary at all. He was somewhat like Secretary Ding, smiling and speaking calmly, giving a sense of kindness and reliability.

"Comrade Han Bo, your ability to promptly discover clues shows that your police station is doing solid work and that you, as a public security commissioner, are responsible. The Ministry of Public Security once issued a notice on the 'Decision to Severely Punish Criminals Involved in Trafficking and Kidnapping of Women and Children,' explicitly requiring that all cases of trafficking and kidnapping of women and children occurring after the announcement of the decision be treated as major cases for investigation. How many of our frontline comrades can actually do this?

Of course, we cannot ignore the factors of insufficient police force, tight funding, and the need to maintain stability. However, as a qualified people's police officer, if you know about it, you must act, you must catch the criminals, and you must severely punish such heinous crimes..."

The chief talked from the central to the local level, from the spirit of higher-level instructions to the actual difficulties of grassroots work, and then turned to announce the establishment of the "Sigon County Public Security Bureau Anti-Human Trafficking Investigation Team" with great enthusiasm!

Two signs, one team.

They would handle anti-human trafficking when there were cases and maintain public security in Liangzhuang when there were none.

The rank would not be upgraded, no additional personnel would be added, and the funding would be 30,000 yuan, which seemed to be the "feather" deducted from the Silk Company's sponsorship fee by the bureau. Moreover, this anti-human trafficking team, like the patrol team, was a "black household," not recognized by the county compilation office.

Anti-human trafficking is very expensive. Without funding, how can I do it? What do you mean by not giving me anything but a sign? What kind of important task is this?

Han Bo looked worried, hesitated, and didn't know how to speak.

You little guy, do you really think the bureau doesn't know about your division of illegal business fines with the Industry and Commerce Bureau?

Liangzhuang is one of the few debt-free townships in the county, and being debt-free means having money. Letting you stay in the richest place in the county, you should contribute more to the bureau.

Chief Zhang had made up his mind and would not give him the chance to complain. He said earnestly, "Xiao Han, to be honest, when Factory Director Hou wanted to transfer you, I wasn't very optimistic. I thought young people just wanted to look cool in police uniforms and wanted to experience the thrill of being a police officer. You have proven yourself with your actions, just as the saying goes, 'Gold shines wherever it is.'

The bureau has high hopes for you, not just the bureau, but also the county. You are the first and only police station chief and public security commissioner appointed by the county party committee's organization department. Your past achievements only represent the past. Whether you can be promoted to a deputy section chief next year depends on your current and future performance. Serving as the head of the anti-human trafficking team is both an opportunity and a test for you. Work hard, and you have a bright future."

The Public Security Bureau is a place where seniority and achievements matter. Without solid achievements, it's not easy to be promoted. The chief's words made sense.

Lack of funding, I'll think of ways to solve it later.

Han Bo thought for a moment and couldn't help but ask, "Chief Zhang, since I am both a public security commissioner and the head of the anti-human trafficking team, am I a public security officer or a detective?"

The young man was interesting. Instead of complaining, he asked a question that was both amusing and absurd.

What's the difference between a public security officer and a detective? It's just a matter of issuing a different police ID.

Chief Zhang tried hard not to laugh and said solemnly, "Trafficking in women and children is a serious criminal case. As the head of the anti-human trafficking team, you are definitely a detective. In summary, for public security matters, contact the public security team; for anti-human trafficking matters, report to Li Dui; for other matters, contact Director Ji; and for particularly important matters, you can contact me directly."

It might be due to a sense of privilege or the fact that he had always followed the rules, being a good student at school and a good child at home, feeling suppressed for too long. He particularly liked challenging and even somewhat dangerous jobs, disliking monotonous work.

Being a police officer means being a detective!

Public security officers mostly handle repetitive tasks and trivial cases, which lack the professional satisfaction of being a detective.

Although Chief Zhang's requirements were not low, wanting the horse to run without feeding it, this was indeed a challenging and rewarding opportunity.

Solving murder cases and catching murderers is impressive.

However, how many murder cases occur in the county each year? Cheng Wenming, who had been a detective team leader for many years, had never solved a murder case.

Anti-human trafficking is different. Collecting clues is not difficult. As long as there is sufficient funding, the operation can continue, extending beyond Sigon, Nangang, Jiang Province, and even nationwide!

Han Bo was filled with enthusiasm, becoming more and more excited. He stood up, saluted, and said, "Thank you, Chief Zhang, for your trust. I will do my best to complete the tasks assigned by the superiors."

"Good, we need your spirit of adventure."

Chief Zhang raised his arm and looked at his watch, saying, "It's 8:12 now. It's about 210 kilometers from here to Jiangyang. The night ferry might take a bit longer. Be careful on the road, don't drive too fast, and arrive before dawn. I know a few people at the Jiangyang City Bureau. I'll help you coordinate when I get back to the office, and I'll call you once it's done."

"Thank you, Chief Zhang. We will ensure the completion of the task."

"All for the work, no need to thank me. Also, I will send Deputy Head Wang Jiefang of the criminal investigation team with you. First, you will be working together frequently, and it's better to communicate early. Second, he is familiar with Jiangyang, having served there in the military. With him, you won't get lost at night."
