Hou Jianjun, although he thought that the benefits of a deputy section chief would be resolved in the near future, did not expect that in just a few days, he would be summoned to attend a meeting of the bureau leadership. Before the meeting, Lu Zheng orally conveyed the opinions of the county party committee and the municipal bureau, appointing Comrade Hou Jianjun as a member of the Party Committee, deputy political commissar, deputy director, and head of the Criminal Investigation Division of the Guangning County Public Security Bureau. Comrade Hong Tao was appointed as a member of the Party Committee and chief of the Chengguan Police Station (deputy section chief level).

Hou Jianjun and Hong Tao, who were hastily called to attend the meeting, were not prepared. It took them a while to understand what had happened. In the meeting room, some people smiled and congratulated them, while others remained silent.

A new emperor brings new ministers; everyone understood that Lu Zheng would eventually adjust the power structure within the bureau. However, they did not expect it to happen so quickly. It seemed that the report had already been submitted, and with his new position, Lu Zheng had the support of the county party committee and the municipal bureau.

Following this, Lu Zheng's announcements of several personnel changes for the bureau's department heads and police station chiefs were almost a one-man show. No one expressed objections. It would be foolish to oppose the new bureau chief right after he took office. Even those who were reluctant, including Gao Zhikai, had to listen.

Wang Yuguo, the director of the bureau office who attended the meeting, felt a great relief when he heard that his name was not mentioned in the personnel adjustments.

In fact, Lu Zheng only made minor adjustments to the middle-level cadres for the vacant positions and newly established departments. Middle-level cadres often act like employees, following whoever is the new boss. Unless the new boss clearly dislikes you and wants to remove you from power.

Du Xiaohu, in the end, did not go to the fire department but was appointed as the chief of the Nanying Police Station. The head of the fire department was assigned to an old comrade, the former deputy director of the office, Zhang Dezhong. The head of the public security department was promoted from the former deputy head, Sun Jie.

Finally, the topic of the traffic police team captain came up. Lu Zheng paused and asked, "Let's discuss this. Does anyone have a suitable candidate in mind?"

When he did not have a preferred candidate who was sufficiently competent, it was time to delegate authority, giving others the opportunity to promote their close associates. Of course, the final decision would still be made by himself after careful consideration.

Ma Yuewu and Wang Yi each recommended a candidate. During the discussion by the bureau party committee members, they leaned more towards Ma Yuewu's recommendation, and Wang Yi also expressed agreement. In a harmonious atmosphere, the traffic police team captain was decided.

The next topic was Gao Zhikai's report on the results of the "anti-pickpocketing" special operation.

Gao Zhikai, expressionless, read from his notes, and the dry data made people drowsy.

After Gao Zhikai finished his report, Lu Zheng nodded slightly, put down his teacup, and said, "It seems we have achieved significant results, but there is still a gap compared to the expectations of the municipal bureau."

"Did everyone read the document issued by the municipal bureau yesterday?" Lu Zheng recalled, "Ah, it hasn't been passed down to the lower-level stations yet. Wang Yuguo, bring the document for Jianjun and Old Hong to see."

Wang Yuguo hurriedly got up to fetch it.

Lu Zheng continued, "I'll go on. Those who haven't read the document should do their homework when they get back. The municipal bureau appreciates the idea of community defense in the Qinglong bureau. Only by widely mobilizing the masses can we make it impossible for criminals to hide. The Qinglong bureau is ahead of us again!"

"My opinion is that our current police force is weak, and the floating population in Guangning almost doubles every month. Establishing a community defense team seems inevitable. We should not only learn from the advanced experience of our brother counties but also promote and expand it. The Qinglong bureau only established a defense team in Chengguan Town. We can set up teams not only in Chengguan but also in Nanying and Zhangtan. This is not about seeking glory; the Qinglong area is relatively isolated, while our Nanying and Zhangtan are by the sea, a golden coast tourist destination. You all saw how many tourists came this summer, and the pressure was significant. Next year, conservatively estimated, there will be three times as many tourists. Without a community defense team, how can we manage?"

Lu Zheng picked up his teacup to drink, giving them time to digest and absorb his words.

With a crisp sound, Lu Zheng put down his teacup, cleared his throat, and slightly raised his voice, "But I want to make it clear from the start that the quality of the community defense team members must be guaranteed. Each person's background must be carefully reviewed by the political security department. We absolutely cannot allow any bad apples to join our team!"

"If any community defense team member has problems, such as a history of misconduct and is known as a thug by the public, then the person who recommended them or wrote a recommendation letter must take responsibility. If no one takes responsibility, the head of the political security department will be held accountable. After all, you are the ones who conducted the review."

"I can say this: if I, Lu Zheng, recommend someone and they commit serious crimes, it will be my responsibility, and I will resign. This is my pledge!"

Lu Zheng spoke with determination, and the other members of the leadership team nodded in agreement. In the current social climate, Lu Zheng's pledge was not out of place.

Lu Zheng then turned to Wang Yuguo and said, "You and the comrades from the secretariat and the political research office should study the specific details of what I just said. Later, formalize it into a document, the Community Defense Team Evaluation Regulations, and include the accountability of relevant responsible persons."

Wang Yuguo nodded in agreement, and Ma Yuewu smiled and said, "Formalizing it into a document is a good idea. Our Guangning bureau is taking the lead this time, and I think the municipal bureau will learn from us."

Lu Zheng smiled slightly. Ma Yuewu had guessed his intentions. However, there would still be fundamental differences between what Ma Yuewu thought and what he thought.

...

After the meeting, Hou Jianjun and Hong Tao followed Lu Zheng back to his office.

Hou Jianjun, with his keen eyes, immediately noticed a textbook on algebra on Lu Zheng's desk.

Lu Zheng noticed Hou Jianjun's gaze and smiled, saying, "I'm planning to attend night school. A junior high school diploma won't be useful in the future. I advise you to also study and read more books. Times have changed, and falling behind means being beaten."

Hong Tao nodded silently. He regarded Lu Zheng as a spiritual idol and took every word to heart. He secretly resolved to read more books and strive for a junior college diploma.

Hou Jianjun, however, smiled and said, "Following the bureau chief, we won't fall behind." He thought to himself, "Gao Zhikai, falling behind means being beaten."

Hou Jianjun had recently tried to curry favor with Gao Zhikai and suffered some humiliation. Recalling how Gao Zhikai had shaken his hand with a look of disgust, as if he had swallowed a fly, Hou Jianjun felt a sense of satisfaction.

It was no wonder Gao Zhikai looked so miserable. He had been indifferent even when Hou Jianjun tried to flatter him, but now, in a blink, they were on equal footing, and the work under Hou Jianjun's jurisdiction was even more important than Gao Zhikai's.

The more Hou Jianjun thought about it, the more satisfied he felt. He glanced at Lu Zheng and thought, "Gao Zhikai's days are numbered. Following Director Lu, our good days are just beginning."
