Chapter 43: Health Doctor (Part 1)

After learning from Chen Yuyu that the Party Secretary of the city had the intention to develop the Economic Development Zone (EDZ), Yang Zixuan immediately found the heads of the county government's direct departments, such as the director of the Planning Commission, Lan Le, after the expanded county committee meeting. He asked them to refine the initial draft of the EDZ and add some new content.

Hongshui County is located in the southwestern part of Luofu Province. In Yang Zixuan's view, its geographical location is very important, situated at the key throat of Luofu's entry into Sichuan and Chongqing. Important railway lines such as the Luo-Yu, Chuan-Zi, and Xiang-Zi lines pass through it. The Hongshui River, as an important tributary of the Hong River, has strong shipping capabilities, with excellent water conditions and a broad land area. A large port that could radiate to Daming City and even the entire Luofu Province could be built on the Hongshui River.

Yang Zixuan asked Lan Le and his team of writers to include all these points in the initial draft of the Hong River Economic Development Zone.

This is a significant opportunity for Hongshui's development, and Yang Zixuan did not want to let this chance slip away.

Although both Tang Lu and Fang Ling, as well as the old group of the county government's party committee, used the EDZ as a political tool to attack Yang Zixuan, he did not want to abandon the EDZ project because of this.

...

Sure enough, the next day, Lin Pei proposed at the city party committee meeting to implement the leader's speech and suggested establishing the first economic development zone in Daming City. Without the obstruction of the local stubborn faction led by Tang Lu, the proposal was smoothly passed at the entire committee meeting.

However, where to establish the EDZ immediately sparked controversy. At the committee meeting, many members expressed their own opinions, and no consensus was reached.

...

Sitting in his office, Yang Zixuan listened to Chen Yuyu's pleasant voice, and his heart sank to the bottom. Chen Yuyu said over the phone that according to well-informed gossips in the city party committee, some committee members proposed establishing the EDZ in Hong County because Hong County was once an important production county for heavy industry and military industry in Daming City, with a solid foundation, making it easy to develop economically. Even now, Hong County's GDP ranks second in the city, just behind Daming District. Another committee member proposed establishing the EDZ in Daming District, as it is the best district in Daming City. Whether for consolidating Daming District's economic and political status or considering its economic strength, it is the best choice for establishing the EDZ.

It seemed that all the committee members avoided mentioning the establishment of the EDZ in Hongshui County! Not a single committee member mentioned the EDZ in Hongshui County.

The incident where Tang Lu criticized Yang Zixuan in the mayor's office for the EDZ had already spread throughout the city party committee compound. These committee members are all shrewd, so they now avoid the issue of the Hongshui County EDZ.

After all, the Hong River EDZ had been thoroughly negated by Tang Lu. If the issue were to be raised again, it would undoubtedly be a severe blow to Tang Lu and the municipal government, challenging Tang Lu's authority. Therefore, whether the committee members are close to Tang Lu or Lin Pei, none of them want to offend Tang Lu.

Although Tang Lu's faction has suffered heavy blows in the province recently, with several key figures being reassigned or moved to advisory positions in the CPPCC and NPC, a dead camel is still bigger than a horse. The forces behind Tang Lu are still formidable. Unless necessary, even Lin Pei does not want to engage in a political close combat with the forces behind Tang Lu.

Yang Zixuan hung up the phone and slumped in his chair, deep in thought.

Actually, if we set aside the factor of Tang Lu, the city committee members' opinions are not wrong, and the facts are indeed as they said. Daming District, as the location of the city party committee and government, has undeniable economic strength and policy advantages. Establishing the EDZ in Daming District would indeed have immediate effects. Historically, Luofu Province has been an important base for military industry and heavy industry. Although it has a declining trend, its foundation is still solid. Hong County itself also urgently needs a well-structured heavy industry EDZ to integrate its scattered industrial system and enhance the competitiveness of heavy industry enterprises in the province.

But the conditions of Hongshui County are not bad either. Although its economic strength and foundation are far behind Daming District and Hong County, its extremely important geographical location and the potential for shipping and transportation development are unparalleled by Daming District and Hong County. Once the Hong River EDZ is established, it may not have immediate effects, but with proper leadership, it can definitely become a banner for Daming City.

Yang Zixuan sighed. With such a situation, it seems this year will not be peaceful...

Just as he was thinking, the door was knocked on, and a round, chubby face peeked in.

"Hello, County Chief!" The round-faced man, with a round, plump belly, greeted Yang Zixuan. His round, chubby appearance made people want to laugh, thinking it was a waste for such a man not to perform in skits or as a clown.

Seeing the man in front of him, Yang Zixuan couldn't help but laugh, dispelling his previous gloomy mood. He asked, "It's Old Mu. Sit down. What brings you here? Has something happened at the county people's hospital?"

This round-faced man is none other than Mu Xi, the director of the Hongshui County People's Hospital.

"County Chief, nothing has happened at our hospital. However, a few days ago, Director Song from the county government office told me that your health doctor has not been properly assigned yet. So, he asked me to find a health doctor for you to regularly check your health," Mu Xi said, his eyes disappearing when he smiled, leaving only his mouth visible.

Yang Zixuan smiled. This Old Song is quite meticulous. He originally planned to observe his performance for some time and replace him if he was not satisfactory. However, from what he has seen so far, Old Song is quite competent and reliable. In their few conversations, Yang Zixuan found that he has good insight and is a capable person.

This made Yang Zixuan consider incorporating him into his core team.

Yang Zixuan knew that although he was currently just a small county official, he should build his own team. Otherwise, the higher he goes, the more impossible it would be to control his subordinates solely through personal charisma.

Currently, Yang Zixuan's trusted confidants are few. The deputy factory manager of Hongfeng, who was Yang Zixuan's former secretary, can be considered his absolute core. Since taking office at Hongfeng, he has not disgraced Yang Zixuan. Although it will take a long time for Hongfeng to turn a profit, its main products have already overcome the backlog situation, and sales are gradually improving...

Another is the current director of the Planning Commission, Lan Le, who is also one of the people Yang Zixuan currently values the most. He is capable, experienced, and can accept new things, most importantly, he is loyal. There are a few others, such as the new director of the Audit Bureau, He Jing'an, and a deputy director of the Finance Bureau, who can be considered people with Yang Zixuan's mark.
