Chapter 53: The Grand Vision for the Pharmaceutical Industry
Xu Ke's heart raced as he heard the sound of a bell in his mind. He had long heard that this young county magistrate often found faults during subordinate reports, seizing on any loopholes to start questioning. Therefore, after receiving the news from the county government office that County Magistrate Yang Zixuan would visit Nanshan Town for a consolation activity and listen to the town committee's work report, he immediately worked through the night to prepare the report and had several skilled writers revise it. After revising it several times himself and feeling that there were no major loopholes, he finally breathed a sigh of relief. However, he did not expect that during the report, Yang Zixuan still found a loophole and directed it at him, which made him feel somewhat uneasy. He bent his waist and listened attentively to what Yang Zixuan would say next.
"You, the town committee and government, have indeed made significant contributions in guiding and leading the medicinal farmers in their cultivation. I've heard a lot about this, such as inviting experts from the provincial medical college to guide and introduce medicinal cultivation, and fully assisting the medicinal farmers in solving production and planting difficulties. These practices are commendable," Yang Zixuan said in a steady tone, pausing before continuing, "However, as the town committee, your focus and starting point should not be limited to medicinal cultivation. Instead, you should think of ways to expand Nanshan Town's influence in the pharmaceutical market. For example, you should strengthen the preliminary and refined processing of medicinal materials, establish a medicinal trade market, and, relying on Nanshan Town's advantages in medicinal planting, also establish pharmaceutical companies! You must turn the pharmaceutical industry into a complete industrial chain for Nanshan Town and even the entire Hongshui County, expanding Nanshan Town's influence in the pharmaceutical industry..."
Lin Ruoshui and Xu Ke were both taken aback.
Although Lin Ruoshui had studied economics in France, she had not worked much at the grassroots level, and her practical operations and problem-solving skills were not as broad-minded as Yang Zixuan's.
Therefore, like Xu Ke, after hearing Yang Zixuan's words, they both felt a sudden clarity, as if a light had been turned on in their minds...
"As the source of medicinal materials, Nanshan Town has great potential in many derivative fields of medicinal materials. For example, in the processing of medicinal materials, the value of unprocessed medicinal materials sold by medicinal farmers is not high. However, after processing these materials into drugs that can be used directly, the added value increases significantly, and this profit can be entirely in the pockets of the medicinal farmers. Many processing techniques for medicinal materials are not difficult. As long as the town committee and government are willing to invest some effort, invite some experts to introduce the methods of processing medicinal materials, many medicinal farmers can complete the preliminary processing themselves. Therefore, Nanshan Town can establish various small workshops for the processing of medicinal materials, either on a household basis or a village basis. One household or village can be responsible for the planting and preliminary processing of one or several different drugs, while other households and villages can be responsible for the planting and production of other medicinal materials. This can avoid malicious competition within the town and make it easier for the town committee and government to guide and coordinate arrangements!"
"Of course, for medicinal materials with high market demand, the planting area can be appropriately expanded to meet market demand! However, for rare medicinal materials with low market demand, you should not let up. Nanshan's significant advantage in medicinal planting is the wide variety of medicinal materials you grow. This advantage must not be lost!" Yang Zixuan continued, not looking at the surprised and thoughtful expressions on Xu Ke and Lin Ruoshui's faces.
"Besides the processing of medicinal materials, the establishment of a medicinal trade market should also be on your agenda. You should strengthen the connection between Nanshan Town's medicinal trade market and the pharmaceutical merchants in coastal areas, striving to make Nanshan a center for the medicinal trade in the south, thereby expanding Nanshan's influence... You should also broaden your trading channels. In the near future, the focus of the medicinal trade will shift to wholesale markets, and the traditional single-supply trading method will be challenged. Therefore, Nanshan Town should prepare in advance and start establishing its own medicinal wholesale market, while also strengthening cooperation and exchanges with medicinal wholesale markets in other regions..."
"Another point is the introduction and establishment of pharmaceutical companies. As the source of many medicinal materials, Nanshan has the capability and advantage to attract small and medium-sized pharmaceutical companies... The town committee should not limit its vision to Luofu Province but should boldly go out and stay updated with the latest information in the domestic medical and pharmaceutical fields, which will enable more effective guidance for the many medicinal farmers in the town..."
"You should also strengthen exchanges and cooperation with famous medicinal markets in China, such as Anhui Huozhou and Guangzhou Qingping..."
Yang Zixuan spoke confidently. Although he was not a pharmacology expert in his previous life and was not very familiar with the medicinal market, he was a high-achieving student in economics, so he had a good grasp of market and sales aspects...
Lin Ruoshui looked at Yang Zixuan with a somewhat unusual gaze. It seemed that this county magistrate really had some skills. This was probably something that her uncle and others did not expect when they promoted Yang Zixuan to the position of county magistrate. Previously, when Yang Zixuan was a standing committee member and vice-county magistrate, he was so mediocre that it was nauseating. Now, he had transformed into a capable economic expert...
Xu Ke and the other officials of the Nanshan Town committee and government took out their notebooks and wrote down Yang Zixuan's key points with great effort...
Xu Ke, who was in his thirties, was a native of Nanshan Town. After graduating, he was assigned to work in the Nanshan Town government. Due to his practical and pragmatic approach, he introduced many new ideas and measures in the Nanshan medicinal planting industry, which led to his promotion to the position of Nanshan Town mayor. During the administration of Xu Fuguo and Li Sicheng, he was promoted to the position of Nanshan Town Party Secretary. Although Xu and Li were quite incompetent, they recognized that Xu Ke had some skills and was highly respected among the Nanshan Town officials, so they promoted him to the position of Party Secretary.
As a well-known capable person in Nanshan Town, Xu Ke had long been favored by many county leaders and admired by his subordinates. Initially, when he heard that the young county magistrate Yang Zixuan was not particularly satisfied with the work of the Nanshan Town committee and government, Xu Ke still had a sense of pride and disdain.
However, after hearing Yang Zixuan's words today, Xu Ke was thoroughly convinced.
His vision was indeed far behind the county magistrate's. While he was still focused on medicinal cultivation, the county magistrate's vision had already extended to the medicinal market trade, processing, and even the creation of a complete pharmaceutical industry chain.
After recording Yang Zixuan's words, Xu Ke immediately addressed the many township officials: "Thank you, County Magistrate Yang, for your concern about the economic development of Nanshan Town, and for your valuable opinions and suggestions on the work of our town committee and government."
After listening to the town committee and government's report, delivering an important speech, and offering opinions and suggestions, Yang Zixuan and Lin Ruoshui's group continued to visit several medicinal farmers to inquire about their production and living conditions and their health. They also warmly greeted the grassroots officials, hoping for innovation and faster development in the new year, and extended their best wishes for the Spring Festival to the town committee members and officials.
