Chapter 15: The Pilot Reform of the County Government's Institutions
"This year, our Hongshui broadcasting system has adhered to public opinion guidance and focused on promoting innovative publicity! This year, Hongshui TV has broadcast over 1,400 news items and 1,200 episodes of TV series, with more than 50 items used by provincial and above-level stations, ranking 15th among all county-level stations in the province. We have also produced over 40 special editions..."
Song Huaihe stood straight, his voice respectful and cautious.
Yang Zixuan nodded slightly. This old Song had done a good job, remembering all the data in such detail, not just vague official talk, not just敷衍糊弄him, but someone who could get things done.
Song Huaihe didn't know what impression his report had left on County Magistrate Yang. After finishing the report, seeing that Yang Zixuan still showed no reaction, his heart began to race again.
"Old Song, you attended the New Year's gathering, right? You must have studied the speeches of the Secretary and Mayor Xu. This year, our county will focus on reform! This reform should not be limited to the economic sphere but should also include institutional reform! I have an idea to use your broadcasting bureau as a pilot unit for this reform!"
Yang Zixuan's words sent Song Huaihe into a panic.
Song Huaihe was not a fool. He understood that although the rhetoric about reform was increasing domestically, and the leader had emphasized deepening reform in his Southern Tour, no one really wanted to be the first to take the plunge!
History has shown that reform is bound to be bloody, and the first to take the plunge is often the first to fall!
Song Huaihe was not a particularly bold person. He had climbed to his current position as the director of the broadcasting bureau through caution and prudence, not through bold and sweeping reforms!
He never expected that Yang Zixuan had called him in to discuss the county government's institutional reform!
"Magistrate, I fear that our broadcasting bureau may not be up to this heavy responsibility... The institutional reform of the county government is crucial to the work of the county party committee and government. I hope you will carefully consider and select the right pilot unit."
It was clear that Song Huaihe was genuinely afraid of taking on this pilot responsibility!
If it failed, he, Song Huaihe, would be the first to be sacrificed in the grand curtain of Hongshui County's institutional reform!
Yang Zixuan remained expressionless, picked up the tea on the table, took a sip, and smiled, "Old Song, what are you afraid of? Afraid of taking responsibility if it fails? Or afraid of being attacked by party factions?"
"I have been considering the idea of piloting institutional reform in the broadcasting bureau for a long time. Although the broadcasting bureau is small, it has all the necessary functions, making it quite suitable as a pilot unit!" Yang Zixuan said calmly, "However, if you are afraid of taking responsibility, I can arrange for you to work in another unit and send a young, energetic cadre to the broadcasting bureau to pilot the reform!"
Yang Zixuan's words carried a decisive and ruthless tone.
Song Huaihe's back was drenched in sweat, even though it was winter, and he had to use his sleeve to wipe the sweat from his forehead...
It seemed the rumors were true; this County Magistrate Yang was not easy to fool or handle!
Without a doubt, if he continued to hesitate and be overly cautious, he would be transferred from his position as director of the broadcasting bureau to a less important position in the county government...
He was still young, and if he were transferred to a less important position in the county government at such an early age, the loss of power would be something he absolutely could not bear! Although the broadcasting bureau was not a particularly important core department in the county government, it was still a real position with real power.
"Magistrate, that's not what I meant. If the county party committee and government have entrusted us with such an important task, it is a sign of trust in our broadcasting bureau and its leadership. We will certainly do our best to complete the pilot task and work assigned by the county party committee and government. Please rest assured, Magistrate!"
Yang Zixuan nodded in satisfaction and said, "That's good. The pilot reform of the county government's institutions is still just an intention and has not yet been discussed at the county government's standing committee meeting. After the discussion, it will also be submitted to the People's Congress and the county party committee's standing committee for deliberation. However, you should be mentally prepared and not be caught off guard."
In fact, at the beginning, Yang Zixuan had not decided to place the reform pilot in the broadcasting bureau.
The broadcasting bureau was just one of several candidate units in his mind.
However, Song Huaihe's attitude during the report made Yang Zixuan decide to place the institutional reform pilot in the broadcasting bureau.
Cautious and responsible, but lacking in boldness and vision!
This was Yang Zixuan's impression of Song Huaihe, the director of the broadcasting bureau!
But this pilot reform was Yang Zixuan's first attempt at institutional reform, and it had to succeed. If it failed, Yang Zixuan himself would also face political risks, so he needed someone reliable to handle it.
In Yang Zixuan's view, someone like Lan Le, who was bold and innovative, was not suitable for this kind of institutional reform. Too much boldness and arrogance could lead to overreaching.
Reform, if it is a step ahead, is a success; if it is too far ahead, it might become a sacrifice.
Moreover, core departments of the county government, such as the Planning Commission and the Finance Bureau, were not suitable for such experimental reforms. On one hand, they would face resistance from all sides, and on the other hand, the political risks of failure would be immeasurable.
So Yang Zixuan did not dare to take this risk. Even in his previous life, institutional reform was still in the exploratory stage and had not achieved significant results.
"Magistrate, since there is an intention to make our broadcasting bureau a pilot unit for reform, what are the specific measures or directions of the reform?" Song Huaihe, still shaken by Yang Zixuan's words, spoke more cautiously and carefully.
"Actually, it's not very complicated. This reform will also be very beneficial to your broadcasting bureau. My idea is to introduce market mechanisms into the broadcasting bureau!"
"Introduce market mechanisms?" Song Huaihe looked at Yang Zixuan with some confusion, clearly not understanding this new term.
"Introducing market mechanisms means promoting market bidding and agency systems for TV advertising operations in your broadcasting system, and establishing a new mechanism where each publicity unit operates independently and is responsible for its own profits and losses, using money to sustain operations!"
"If your broadcasting bureau can become self-sufficient, it will not only reduce the burden on the county's finances but can even contribute to the county's finances. Additionally, it will enhance the modern thinking of the unit's cadres and help them adapt to market rules!"
