Jifeng rubbed his forehead, unsure of what to do. Judging by the five submarines, they were likely targeting him. However, they hadn't entered his waters yet. If he went out to attack them, it would be like starting a war in another country's waters. Even though he and North Korea were in a state of war, there was no reason to engage in naval combat in another country's waters.
