Chapter 1

Main Responsibilities

(1) Implement the central government's foreign policy and overseas Chinese affairs policies, laws, and regulations, as well as the instructions and decisions of the Wuhe County Party Committee and County Government regarding foreign and overseas Chinese affairs. Study and propose specific measures and methods for implementing relevant foreign and overseas Chinese affairs policies. Supervise and inspect the implementation of foreign policy and overseas Chinese affairs regulations. Provide foreign and overseas Chinese affairs information to the County Party Committee and County Government, assist the County Government in managing foreign and overseas Chinese affairs, and draft relevant documents. Develop the Wuhe County foreign and overseas Chinese affairs work plan, handle political foreign affairs, and review and confirm the identity of overseas Chinese and their relatives according to overseas Chinese laws and regulations. Confirm overseas Chinese enterprises.

(2) Coordinate the county's foreign and foreign-related activities plans. Study and co-sign requests, reports, and invitations for foreign visitors from various departments. Work with relevant departments to handle major foreign-related matters. Coordinate and guide the work of overseas Chinese, Chinese from Hong Kong, Macao, and Taiwan, and their relatives. Protect the legal rights and interests of overseas Chinese and their relatives and Chinese from Hong Kong, Macao, and Taiwan in China. Conduct work with the relatives of overseas Chinese and Chinese from Hong Kong, Macao, and Taiwan in the mainland. Assist relevant departments in employment for overseas Chinese and their relatives. Coordinate and guide the reform, development, and stability of overseas Chinese enterprises. Assist relevant departments in recommending representatives of overseas Chinese and their relatives.

(3) Coordinate and organize the reception of important foreign visitors and diplomatic personnel from various countries visiting our county for official activities. Handle matters related to the county's interactions with foreign embassies and other institutions in China. Coordinate the foreign interactions of county leaders, guide the reception of foreign visitors by various units, and assist in the reception and service of overseas Chinese, Chinese from Hong Kong, Macao, and Taiwan visiting Hepu.

(4) Assist in the approval of county-level and below personnel traveling abroad or to Hong Kong and Macao on official business, and the review of county-level and above officials traveling abroad or to Hong Kong and Macao on official business. Assist in the application for passports (travel permits) and foreign visas for personnel traveling abroad (to Hong Kong and Macao). Handle the issuance of invitation letters and visa notification letters for foreign visitors to Wuhe County. Assist relevant departments in solving and handling issues related to the entry and exit of overseas Chinese, overseas Chinese, and their relatives. Assist in the resettlement of overseas Chinese returning to China and the settlement of Chinese from Hong Kong, Macao, and Taiwan in the mainland.

(5) Assist in managing the county's friendly county and friendly grassroots unit activities with foreign countries. Conduct unity and friendship work with overseas Chinese, Chinese from Hong Kong, Macao, and Taiwan, and their associations.

(6) Handle the external publicity of foreign and overseas Chinese affairs activities. Study and develop publicity and cultural exchange work for overseas Chinese and Chinese from Hong Kong, Macao, and Taiwan.

(7) Responsible for short-term business training of foreign and overseas Chinese affairs officials in the county. Work with relevant departments to supervise and inspect the implementation of foreign affairs discipline and confidentiality. Timely propose handling opinions and suggestions for violations of foreign affairs discipline and confidentiality to relevant departments.

(8) Guide the foreign activities and overseas Chinese affairs work of county-level departments, towns, and enterprises.

(9) Research and study the introduction of funds, technology, and talent from overseas Chinese, Chinese from Hong Kong, Macao, and Taiwan. Assist the county government in handling the donation of materials from overseas Chinese, Chinese from Hong Kong, Macao, and Taiwan. Coordinate remittance work.

(10) Coordinate and guide the work of overseas Chinese resettlement points. Assist the provincial and municipal overseas Chinese offices and overseas Chinese resettlement points in securing, organizing, and supervising international aid projects.

(11) Under the guidance of the central and provincial policies on Taiwan, conduct Taiwan-related work through overseas Chinese channels.

(12) Handle other matters assigned by the Wuhe County Party Committee, County Government, and higher-level foreign and overseas Chinese affairs departments.
