The term "section level" is also known as "section office level." Section-level officials generally exist only at the grassroots level. For example, the director of the office of a county bureau, the head of the comprehensive department, the head of the civil affairs department of a township, or the secretary of the Youth League Committee, are all section-level officials. Section-level officials receive a few hundred yuan more in salary, but their rank remains that of a clerk or an officer. In some units, the section level is set, but the head is given a higher rank, such as the chief of a township police station, who is usually a deputy section-level official.
In our country, at the county (city, district) level, there are section-level departments and section-level officials. However, the "Civil Servants Law" does not mention the section level, nor does it have a corresponding salary standard. The response from the Central Organization and Compiling Office regarding the connection between the establishment of internal institutions of county-level work departments and the Civil Servants Law [Central Organization and Compiling Office Comprehensive Letter (2007) No. 133] is: "The specifications of institutions and the levels of leadership positions are related but distinct. County-level people's government administrative institutions can set up necessary internal institutions according to Article 13 of the Regulations; at the same time, when determining the administrative level of administrative institution staff, Article 16 of the Civil Servants Law should be followed. Whether county-level people's government administrative institutions set up internal institutions is decided by the autonomous region's party committee and government based on actual conditions. Section-level officials can refer to the clerk level in the Civil Servants Law, and at the county level, some department heads are deputy section-level, while some are full section-level.
In units below the county level, when two management levels need to be set, a section level is established between the clerk and the section level.
Strictly speaking, the section level is not an administrative rank, but it is listed separately in allowances, which are higher than those of clerks.
